14 links of 5 motorways in Jiangsu still have not been completed due to lack of funds. Jiangsu Transport Department and Provincial Transport Holding Company will provide more than 0.8 billion Yuan to build the 14 links.

In the initial phase of the motorway construction, it was decided that the interchange toll station would be the dividing point of the motorway construction, the road inside the station will be included in the motorway construction and that outside the station will be constructed by local government. However, due to the under-developed economy in the central and northern areas in Jiangsu, the constructing pace  is slow. Investigation shows that among the 242 interchange access links of the 36 motorways, which are under construction or completed, there are 14 places that have no linking roads.

This problem will be solved in two steps: firstly, the Transport Department and Holding Company will provide approximate 0.7 billion Yuan (each 50%)for the 10 interchange link roads of the 4 motorways, namely Lian-Yan-Tong, Su-Huai-Yan, Ning-Huai and the western section of Xuzhou beltway, which are under construction in northern Jiangsu. Secondly, Jiangsu Transport Department will provide about 1 hundred million Yuan (according to the first-class road standard of 5 million Yuan per kilometre) to build the 4 interchange connecting lines of TongQi motorway in central Jiangsu. This may serve to generally solve the funds problem of the14 links. The local government will be in charge of the land acquisition, relocation of residents, construction and maintenance.

In the future, much importance will be attached to the links of the newly built motorway in the motorway plan in Jiangsu and financial support will be provided by the Jiangsu Transport Department to local projects .
