Chang-Zhu Motorway Development Ltd has reached an agreement with the Hunan Branch of Industrial and Commercial Bank of China (ICBC). According to the agreement, 1.06 billion Yuan of loans will be provided by ICBC for Chang-Zhu motorway construction . This is the first huge sum of loan that has been provided to the private enterprise for motorway construction project.
Chang-Zhu motorway is an important part of the highway network in Hunan, and the expressway leading to Huanghua International Airport and Changsha from Zhuzhou. Upon its completion, it will form, together with Chang-Yong motorway, Shang-Rui national trunk line (Li-Tan motorway) and Chang-Tan west motorway, the outer ring expressway of the Metropolitan Area comprising of Changsha, Zhuzhou, and Xiangtan. The total length of the motorway will be 41.629km with a subgrade width of 26m and a design speed of 100km/h. There will be 5 interchanges along the line. And the total investment will be 1.605 billion Yuan.
Chang-Zhu motorway will be the first project constructed in BOT form with private investments invited by Hunan province. The project will help to promote the private investment in the transport infrastructure construction and alleviate the shortage of investment by the government. Chang-Zhu motorway will start construction in October this year. Now led by the Hunan provincial government, preparations for the project are being well undertaken.
