Besides developing ports, Shandong has planned to build three dimensional (3D) transport network between ports and railways, highways, airlines. The construction of three railway and seven new trans-provincial motorways will be enhanced.

The seven new trans-provincial motorways are: Rongcheng-Wuhai(in Inner Mongolia ), Bingzhou-Taiyuan(in Shanxi), Qingdao-Yinchuan(Ningxia), Qingdao-Lanzhou(in Gansu),Rizhao-Huoerguosi(in Xinjiang), Jinan-Guangzhou, Dongying-Zhenjiang(in Jiangsu). By 2010, the main coastal ports of Shandong will have been connected with each other by motorways and a convenient channel that connects the city circle of Jing-Jin-Tang, the Yangtze River Delta, the economic zone in central plains and Northwest region will have been established.
