In the "11th Five-Year Plan" period, Guangdong will invest more than 200 billion Yuan in transport infrastructure, the mileage open to traffic reaching 140,000km with 5,000km of motorways, newly increased mileage reaching 25,000km with 2,000km of motorways.

By the end of the 11th Five-Year Plan period, the mileage open to traffic in Guangdong will reach 140,000km (with 5,000km of motorways) and the road density will be 78km per hundred square kilometres. A mature road maintenance system will be built in this period.
Guangdong will further improve and fulfil the authority control and supervising system according to the four principles of fair authority, fair opportunity, fair rule and fair share, establish a traffic construction and transportation market with fair competition, develop a credit supervising system of construction and transport market, improve the publicity and transparency of administrative examination and approval, continue to carry out the inclining policy in the western and eastern areas to reduce the gap between the developed and developing areas.
Guangdong will reform the current traffic management system beginning with the highway construction and maintenance, improve the subsidy standard of highways of average level, suggest the local government increasing the administrative subsidy and the standard of passenger transport station in rural area and formulate the policies related to highway transport security in rural areas, improve motorway construction management system, increase the proportion of constructing motorways by cities of region level, expand the financing channels, explore the construction form of loan-return highways by government and try out the Construction Project Management Mode.
