Shanxi Provincial Communications Department (SPCD) is a composition department of Shanxi Provincial People's Government. Established in November 1949, it has 14 internal divisions as Administration Office, Policies & Regulations Division, Comprehensive Planning Division and soon, 23 institutions as the Provincial Highway Bureau, the Provincial Communications Fees Levying & Checking Bureau, the Provincial Transportation Management Bureau, the Provincial Expressway Administration Bureau, the Provincial Maritime Affairs Bureau and so on and 5 enteiprises as the Provincial Communications Sciences Academy, the Provincial Communications Supervision General Company and so on which are directly administrated by it. It also implements the professional direction for Shanxi Roads & Bridges Construction Group, Shanxi Automobile Transportation Group and 11 city-level Communications Bureaus in the whole province. The Provincial Highway Bureau has set up II brunch bureaus of divisional administration level in the whole province. The Provincial Communications Fees Levying & Checking Bureau has set up 11 branch bureaus of divisional administration level in the whole province. The Provincial Expressway Administration Bureau has 17 expressway companies and 2 expressway administration departments belonging to it. There are totally 120 thousand staff members in the communications system of the whole province.

Since the "Tenth five-year plan", Shanxi Provincial Party Committee and Shanxi Provincial People's Government judged the hour and sized up the situation. They grasped the opportunities to concentrate efforts on speeding up highway construction and developing highway transportation, and realized the leaping-over type development of communications careers. Up to the end of the year 2003, the mileage of trafficked highway in the whole province had reached 63,122 km, highway density reached 40.4 km/hundred km2, the mileage of expressway reached 1211 km, the mileage of highways above class II reached 11399 km, while 94.4% of the towns and townships in the whole province had asphalt roads, 96.2% of the administrative villages had highways, 61.5% of the administrative villages had cement roads (asphalt roads), 99.6% of towns and townships and 62.3% of the administrative villages had buses, and the number of transportation stations and yards had reached 263 whose operation range radiates to 22 provinces, cities and districts in the whole country. As an economically undeveloped province in the middle west, Shanxi has joined the ranks of advanced highway communications construction as a whole in the whole country.
