
Beijing
Beijing's total expressway investment in 2005 will be 7 billion RMB, among which 1.1 billion for North Airport Expressway.
In 2005, investment for 2nd stage of Jing-Cheng Expressway (Beijing-Chengde, Hebei Prov. 47km) will be 3.9 billion. Investment for 19km's segment of N. 6th Ring Road is estimated to be 1.6 billion. By the end of 2007, Beijing's total expressway investment will reach 34 billion.
The construction of North Airport Expressway project began on Dec.20, 2004 and will be completed and open to traffic in 2006, which is the 2nd expressway connecting Capital Airport with downtown Beijing. In 2006, it's also possible for people on North 4th Ring-road and North 3rd Ring-road to drive to Capital Airport through Jing-Cheng Expressway to the east.
North Airport Expressway starts from Lutong Flyover of Jing-Cheng Expressway, running eastward across Wenyu River, Jing-Mi Road (Beijing-Miyun) and then turns south through Changping and Shunyi District, ending in North Gate of Capital Airport, with a total length of 11.2km. The road has a two-direction and four-lane structure with a 3 meters' central isolation strip. Width of the expressway is 28m.
Tianjin
5 expressway projects are arranged for construction in 2005. The total mileage under construction is 353km. The 5 projects are: Tianjin section of Jing-Hu Expressway (Beijing-Shanghai), Tianjin section of Jin-Shan Expressway (Tianjin-Shantou), Tianjin section of Wei-Wu Expressway (Weihai-Wuhai), 2nd stage of Jin-Ji Expressway (Tianjin-Ji County) and Dual Line Project of Jing-Jin Expressway (Beijing-Tianjin), with total investment of 25.2 billion RMB, among which 3.5 billion will be completed within 2005. High priority is set for Tianjin section of Jing-Hu Expressway and Dual Line Project of Jing-Jin Expressway. By the end of 2005, the earthwork and main construction of bridge and culvert in Sicundian-Zhangjiawo 59 km's section project of Jing-Hu Expressway will be completed to ensure its opening to traffic by the end of June 2006. All earthwork and 70% of the bridge and culvert construction of Dangcheng-Dazhangtun 56 km's section will be completed to ensure its opening to traffic by the end of June 2007. Most earthwork and 50% of the bridge and culvert construction of Beijingjie-Yangcun 112 km's section of Dual Line Project of Jing-Jin Expressway will be completed by the end of 2005 to ensure that Jingshanqiao-Tianjingang (Jingshan Bridge-Tianjin Harbor) 34 km's section could be open to traffic. Dual Line of Jing-Jin Expressway is planned to be totally open to traffic in 2.5 year. The 103 State Road widening project of Jing-Jin Expressway is set to be completed by the end of September 2005 to improve Tianjin's external traffic capacity.
Hebei Prov.
Investment on traffic facility for 2005 is 28.8 billion RMB. High priority is set for expressway and rural highway construction.
Planned investment for expressway projects in 2005 is 12.848 billion. Within 2005, 5 expressways covering 418km will be built, which will increase total expressway mileage of Hebei province to 2000 km.
Planned investment for general arterial highway is 2.93 billion, including 47 projects, covering 1,204km (1st level 71.2km, 2nd level 1,132.8km). By the end of 2005, 19 projects will be completed and 420 km's road will be open to traffic (1st level 12km and 2nd level 363km).
Planned investment for rural highway projects is 4.39 billion. 18,000 km's rural highway will be rebuilt, which will provide bituminous road for 21 counties and 4,790 villages and highway for 421 villages.
Shanxi Prov.
2,000 km's inter-county bituminous road and 10,000 km's inter-village cement or bituminous road will be built in 2005.
5 city central passenger stations, 10 county bus stations, 100 bus stations for villages and towns, 1,000 rural bus stops and 3,000 on-request bus stops will be built in 2005.
Implement "Highway Safety Guarantee Project" for 1500 km's state and provincial arterial highway to reconstruct all dangerous bridges.
Capacity-expansion reconstruction will be carried out for toll stations with heavy traffic loads on highway corridors leading to other provinces.
Establish Command System for Expressway Emergency Rescue.
Inner Mongolia Autonomous Region
Total investment in 2005 is 22 billion RMB. Apply for bank loans from both domestic and abroad. Encourage implementation of BOT and TOT for expressway construction.
Liaoning Prov.
Investment for traffic infrastructure in 2005 is planned to be 20 billion RMB. Investment for expressway this year is 8 billion and total annual mileage will be 1151 km. Investment for highway is 4 billion. Rural road foundation improvement construction mileage will be 1430 km and bituminous road 4000 km.
Chongqing
The total investment will be 16.15 billion RMB. Of which the 7 inter-provincial expressway projects will reach a total mileage of 480km .
The 7 projects are the Qian River-Pengshui section of the Chongqing-Changsha Expressway, Youyang- Qian River section, Hongan- Youyang section, the nation's key project Fengjie-Yunyang section, Wu Mountain-Fengjie section, the northeastern section of Chongqing Orbital Highway, and Chongqing-He River in Sichuan, with a total investment of 10.02 billion RMB. In addition, another 700km highways and 400km inter-county highways will be constructed and 4,000km country roads will be constructed, linking 400 villages to the highways.
Shanghai
By the end of 2004, Shanghai's expressway network has reached 485km (including outer ring line and hospitality street). In 2005, another 149km expressways will be constructed.
Jiangsu Province
In 2005, Jiangsu Province plans to invest 38 billion yuan in the infrastructure construction, maintaining the current high investment momentum.
The expressway construction will be constructed in an all-round way, with planned investment 21 billion yuan. The Runyang Yangtze River Highway Bridge must be completed and open to traffic on May 1. Suhuai Expressway and Yantong Expressway must be completed within the year. Total 330km new expressways will be added all around the province. The Su-Kun-Tai Expressway and Su-Hu Expressway will be completed. The construction of the Sutong Bridge, the three bridges in Nanjing, the Ning-Huai Expressway, the Ning-Beng Expressway, the Huai-Yan Expressway, and the Lian-Yan Expressway will be accelerated. The construction of the Chang-Ning Expressway and the Zhen-Li Expressway will be commenced as soon as possible. The extention of Hu-Ning Expressway will be undertaken. The uncompleted parts and bottlenecks of the Jiangsu section of the Hu-Su-Zhe Expressway, the southern Xuyi section of the Ning-Su-Xu Expressway, the northern Yancheng section of the Ning-Jing-Yan Expressway, the Nanjing-Lishui section of the Ning-Hang Expressway, and the southeastern section of the Nanjing Orbital Expressway, which are all a part of the nation's expressway networking program, are planning to commence building.
The investment in the trunk highways will be 8.3 billion yuan. The Construction of 312 National Trunk Highway and the high-grade highways along the river will be accelerated. From 2005-2010, total 3,600km trunk highways will be reconstructed, among them 500km must be completed and open to traffic in 2005.
The investment in country roads will be 5 billion yuan. 13,000km roads must be completed, which will lay solid foundation for the 5-year country highway construction plan.
The local common highway projects will need 700 million yuan, which will facilitate the interconnection among the expressways.
Anhui Povince
In 2005, 17 billion yuan, or 19 billion yuan if possible, will be invested in transportation. Over 200km expressways will be completed, with the aim to reach over 1,500km expressways available all over the province, class II highways over 2,000km . And 10,000 country highways will be reconstructed.
The construction of the Tong-Tang Expressway, Tang-Tun Expressway, He-Liu Expressway, the Tianchang section of the Ning-Huai Expressway, Zhanhan-Zhuncun section and Maozhu Garden-Dadukou section will be accelerated . the Lu-Tong Expressway, Ma-Wu Expressway, and Ming-Beng Expressway must be completed. The major work of the Bo-Fu Expressway and Cao-Ming Expressway will be completed if possible. The construction of the He-Huai-Fu Expressway will be fully commenced. The Liuan-Huangwei Expressway, Huangwei-Qian Mountain Expressway, Liuan-Yeji Expressway, and Zhu Village-Maozhu Garden Expressway will be commenced building. The Anqing-Jingdezhen Expressway, Liuan-Wuhan Expressway, Huangshan Mountain-Taling Expressway, and Xiaohe-Taolin Expressway will be commenced if possible, with the aim to reach over 1,600km expressways under construction.
The construction of the national and provincial-level highways will be undertaken, with over 4,000km planned.
The construction of country highways will be accelerated, with total 13,000km planned.
Zhejiang Province
In 2005, the transport infrastructure investment will top 44 billon yuan, over 50 billion yuan if possible. Of which 22.2 billion yuan will be directed to the expressway network, with over 300km expressways completed. Firstly the six projects including the Shuilu section of the Jin-Li-Wen Expressway, the Yong-Jin Expressway (Jinhua, Shaoxing, and Ningbo sections), Dajing-Fengjing section of Hu-Hang-Yong Expressway expansion project, Yanpu-Zhongbu section of the Hang-Xin-Jing Expressway, with the total mileage 333.9km , must be completed by the end of the year; the Liqing section of the Jin-Li-Wen Expressway and Zhongbu-Yangxi in Jiande, with a total length of 153.1km , will be completed and open to traffic by the end of the year if possible. Secondly the 24 projects including Liuxia-Wangjiabu section of the Hang-Hui Expressway, with a total length of 1087.7km , will be efficiently managed. Thirdly, the seven projects including the Qu-Nan section of the Huang-Qu-Nan Expressway, Zhu-Yong-Gao Expressway (Taizhou section, Wenzhou section), Sian-Ancheng section of the Hang-Chang Expressway, the Longli section of upgrading from Class I highway to expressway, the Lilong section of upgrading from Class I highway to expressway and the Jia-Hang section of the Shen-Jia-Hu (Hangzhou) Expressway, with a total mileage of 356km must be commenced in the first half of the year.
11.9 billion yuan will be directed to the trunk highway construction and 4.2 billion yuan for the country roads and 100 million for the "Green Channel" project with a total mileage of 2.329km including 7 expressway projects with a total length of 183km , 48 national and provincial-level highways with a total length of 613km , and county and town-level highways 1,536km.
Fujian Province
In 2005, the total investment in the transport infrastructure will be 15 billion yuan. Of which, 7.36 billion yuan will be directed to the expressway network, 5.64 billion yuan for average highways, with 162km expressways to be completed.
In the expressway construction, the Shaowu-Sanming Expressway will be completed, enabling the Fujian section of the Jing-Fu Expressway to be open to traffic; the Fuan section of the Fu-Ning will be completed. And the construction of the Long-Chang Expressway will be accelerated to ensure the whole line to be open to the traffic. The sub grade construction of the Fuzhou Changle Airport will be completed, and the pavement construction will be commenced. And the construction of the Pu-Nan Expressway, the Pu-Nan Expressway, the Pu-Xiu branch line of Fu-Tian Expressway, and the Fuzhou Bay Bridge on the Tong-San double line will be commenced.
Jiangxi Province
In 2005, the investment in the transport infrastructure will be 16.15 billion yuan, of them 162.96 billion yuan will be directed to the highway construction. The priority is to complete the Le-Wen Expressway, and accelerate the construction of the Jing-Wu-Huang Expressway. The construction of the Jingdezhen-Yingtan, Wuning-Jian, Nanchang western outer ring, Jingdezhen southern ring expressways will be commenced. 1,000km national and provincial-level highways will be reconstructed, and 8,000km country road will be built.
Shandong Province
In 2005, the province plans to invest 23 billion yuan in the highway construction, and 2,230km new mileage will be added, of them 130km expressways will be constructed, 20,000km country roads will be reconstructed, and 1,500 bridges will be built.
Hainan Province
In 2005, Hainan will complete the major reconstruction of the " Four Horizontals", and the reconstruction of the " Three Verticals" will be accelerated. Total 3 billion yuan will be used on country roads.
Henan Province
In 2005, Henan will invest 39 billion yuan in the transport infrastructure, setting a new record. 12 billion yuan will be invested in the highway network, of which 6 billion yuan will be directed to the trunk highways, 6 billion yuan for country roads, with the aim to add 1,200km new trunk highways. Oil-surface roads will be constructed in a new town, and the Oil-surface roads in over 5,100 villages will be improved, with a total length of 11,622km . 4.76 billion yuan will be invested in the expressways operated by the provincial transport bureaus.
Gansu Province
In 2005, 11.8 billion yuan will be invested in the transport infrastructure, increasing by 13.28%. 699km high-grade highways will be constructed, including 328km expressways. The construction of 550km high-grade highways will be commenced. Four 308km -long inter-county highways will be commenced constructing, with the aim to complete 23 inter-county highways with a total length of 2,284km. Six toll highways with a total length of 397km will be reconstructed. 3,100km highways will be constructed in 167 towns, and 1,667km oil-surface roads will be built in 88 towns, and 610km oil-surface roads in 100 villages, and 1,596km highways in 266 villages.
Ningxia Hui Autonomous Region
In 2005, the total investment will be 3.4 billion yuan, increasing by 3%. The stress will be put on 5 projects with a total investment 1,894 billion yuan, accounting for 55.7% of the total investment. The five projects are the Tongxin-Guyuan Expressway which must be constructed within the year; the Taole Yellow River Highway Bridge which must be constructed within the year; great efforts must be made to make the Zhongning-Zhongwei section of the Zhongning-Mengjia Bay Expressway open to traffic within the year; construction of the northwestern section of the Yinchuan Orbital Expressway and Guyuan-Shenzi Expressway will be commenced.
Sichuan Province
In 2005, Sichuan Province will invest 16 billion yuan in the transport infrastructure, increasing by 7%. The Jinyintai and Qingju Interchange Stations will be completed. Construction of the Lindian, Nanyu, Pantian Expressways will be commenced. Total 8,700km town and country roads will be constructed. 2,000km pavement roads and 2,000km concrete roads will be built.
Hunan Province
In 2005, the investment in the transport infrastructure will be 14.5 billion yuan. The Changde-Zhangjiajie Expresswy and Hengyang-Dapu Expressway will be completed. The construction of the Shaoshan-Yanling, Hengyang-Yanling, Hengyang-Shaoyang, Shaoyang-Yongzhou, Changsha-Zhuzhou expressways will be commenced. Total 1,502km county-level highways will be constructed or reconstructed, and 4,300km country roads will be constructed.
Tibet
In 2005, Tibet plans to invest 4 billion yuan in the transport infrastructure, increasing by 11%. Great efforts are made to reach 43,500km by the end of the "the Tenth Five-Year Plan". And 94.7% of the towns and 74.2% of the villages will be connected to highways.
Guangdong Province
In 2005, Guangdong plans to invest 33 billion yuan in the transport infrastructure, of them 26.9 billion yuan will be directed to highway construction. 574km new expressways will be constructed, 350km Class I highways will be constructed. The total mileage open to traffic will reach 115,000km, and expressways will reach 3,094km , and highway density will reach 64km /100sq.km.
In 2005, 15 billion yuan will be directed to expressway construction. 574km new mileage will be added. The Yue-Gan, Yu-Zhan expressways will be completed, which will facilitate the connection to the expressways in the surrounding provinces except Hainan Province. The construction of the northern Guang-Zhu section of the Jing-Zhu national trunk line and the east ring and west ring sections of the Guangzhou orbital expressway will be accelerated.
In the national and provincial highway construction, the restruction of the Renhua-Hunan section of the G106 national highway must be completed and open to traffic in due time. The 10 highways leading to other provinces laid out in the "Tenth Five-Year Plan" will be completed. Construction of the Fanyu, Zhongcun, Piaofeng Bijing section of the G105 national highway and the southern Yangchun section of the S113 provincial highway will be accelerated. The goal of upgrading the entire national highways to Class I and Class II will be fulfilled.
Yunnan province
In 2005, great efforts must be made to reach 20 billion yuan investment in the transport infrastructure. Among the 85,000km national expressway network plan, 3,500km is related to Yunnan, accounting for 4%. Guangxi
In 2005, Guangxi Department of Communications palns to invest 3.3 billion yuan in the road network instruction, with a total mileage of 3,079km , of them Class II will be 1,933km . 710 million yuan will be invested in country road construction of 492 villages with a total length of 3,472km. 210 billion yuan will be directed to country road construction of Baise, the well-known communist revolutionary base. The total length, including new and restructed highway, will be 1,530km. 55 million yuan will be used in the oil-surface country road with a total length of 550km.
Hubei Province
In 2005, 19 billion yuan will be secured in the transport infrastructure of Hubei Province, with the aim to reach 20 billion yuan. Four expressways and 2 Class I highways must be completed and open to traffic, with new expressway 294km and Class I highway 74km (Xiao-Xiang, Fan-Wei, the connecting expressway between Jingzhou Bridge and Xiang-Jing Expressway, western Yi-Chang section of Hu-Rong Expressway, Huanggang Jingbei Class I highway, Tianxian Class I highway). Continuing construction will be 636km, including 8 bridges and 2 roads (western Yi-En section of Hu-Rong Expressway, Shi-Man, Jing-Dong, Jing-Yi, Han-Xiao, Qing-Zheng, Han-Cai, southern Sui-Yue expressway as well as Yangluo Bridge and Danjing dual bridges). 7 expressways with a total length of 477km must be completed and open to traffic (western Enshi-Yuquankou section of Hu-Rong Expressway, middle and northern section of Sui-Yue Expressway, Han-Hong, Han-Ying, Han-Ma, and Wu-E expressway). Great efforts will be made to commence the construction of five highways and two bridges with a total length of 765km (southern section of the A-Shen Expressway, northern section of the A-Shen Expressway, Ning-Zhang, Wu-Ying, and Wu-Jing, Edong and Jingyue Yantze River highway bridges). The asphalt overlay project of the asphalt pavement of the Han-YI Expressway will be completed, the asphalt overlay project of the concrete pavement will be commenced.
Xinjiang
In 2005, Xinjiang plans to invest 10 billion yuan in transport fixed assets, of them 8.5 billion will be invested in transport infrastructure. 9,000 -10,000km country highways will be constructed or reconstructed.
