Anhui Communications Department is the functional department of Anhui Province which is in charge of highway and waterway in the Region. The major responsibilities are: responsible for and conducting highway construction, management and maintenance, highway and waterway transport, collecting traffic charges, reform of communication enterprises and units, traffic scientific education and construction of spiritual civilization in communication sector. There are four administrative bureaus: the Communications Construction Administration Bureau, the Road Administration Bureau, the Road Transport Administration Bureau and the Road Inspection Bureau; four operating units: the Highway Survey, Design and Planning Institute, the Communication Scientific Research Institute, the Communications School and the Communication Hospital.

There are 10 administrative divisions and offices in the headquarter of Anhui Communications Department, including Comprehensive Office, Personnel Division, Comprehensive Planning Division, Financial Division, System and Regulation Reform Division, Auditing Division, Scientific and Technical Education Division, Party Committee, Regulation Inspection Division and Office of Retired Carders. There are about 73 staff in the headquarter, 68,000 staff in communications sector and 30,000 staff in all including the retired

Due to the special geographic feature Anhui has, the highway plays a particularly important role for the transport industry in Gansu province. Highway in Anhui province has always taken up 86.7% of the total freights’ transport and 91% of the passengers; After 1949, the highway had a bright development with a growth to 65,000 km from the previous 3,000km before the liberation, contributing to the national construction so much during the past decade.
