He hosted the "Research on ITS Framework" project in the Ninth Five-year Plan, put forward the service field, logic framework, physical framework and infrastructure platform of ITS for the first time which became the basis that guided the development and application of national ITS.

 He hosted the “Study on Standard System of ITS”---a national basic technology research project. Based on the reality and international trend of the transportation industry, he developed a complete standard system of national ITS, which laid a solid foundation for national ITS industrialization.

 He hosted the “Development and Industrialization of Electronic Tolling Collection System of Highway”---a national technology innovation project. He developed the double-chip electronic tolling collection technology and system scheme for the first time in the world, and developed double-chip electronic tolling collection facility and system.

 He led the implementation of the “Interlink Tolling Demonstration Engineering of Beijing-Shenyang Highway” of MOC. He took charge of design, revisal and examination of technology scheme, and organized implementation, debugging and complementation of engineering. Thanks to him, trans-province interlink tolling system which included multi-tolling collection system and variable operation body was implemented successfully.

 He initiated the establishment of the Research Center of National ITS Engineering and Technology Center.
