Li Shenglin, former vice-minister in charge of the State Development and Reform Commission, was appointed minister of communications by China's legislature Thursday.

Wang Mengshu was born in Wenxian, Henan Province in 1938. He got his first degree from Tangshan Railway Institute in September. In 1964, he obtained his Master degree. After that, he worked in China Railway Engineering Division of Ministry of Railways.
